[FR] Universal fuzzy search

This FR tracks adding a general purpose fuzzy search engine to Sourcebot to allow us to search over other kinds of data, such as:

• Repository names
• File / Directory names
• Git commit titles / descriptions
• Other 3rd party context types (e.g., GitHub issues, Jira tickets, etc.)

Options I've found:

@aryan-panja this is a significant change that has implications on some features that we have on our road map, so I don't think it is very suitable for first time contribution.
