If a node had a single pod in terminating state, and that node no longer reported healthy, the pod
was never deleted by the node controller because it believed there were no pods remaining.

If a node had a single pod in terminating state, and that node no longer reported healthy, the pod
was never deleted by the node controller because it believed there were no pods remaining.
