Add the latest patch version on some core components

Does this PR introduce a user-facing change?:

Default to etcd v3.5.16
Default to containerd v1.7.22
Default to nerdctl 1.7.7
Default to runc  v1.1.14

Hi @janosbabik. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

The version of containerd is different between main.yml(1.7.22) and README.md(1.7.20).
If the pull request updates containerd version, please update README.md also.
