First but already working implementation of the new distutils.INSTALL_SCHEMES we will be able to patch.
I did a local build of this and verified that sudo pip installs to /usr/local. All tests of distutils and sysconfig pass locally and also in the rpm build.
I'd like to discuss this and find more tests. cc @hroncok @encukou
