What does this PR do?

Update alpine version from 3.23.2 to 3.23.3 to fix vulnerability.

Where should the reviewer start?

deploy/docker/Dockerfile

How should this be manually tested?

Forked repo, ran actions on master branch there, created release. Pull release and deployed release using yaml.

Any background context you want to provide?

Fixing vulnerability in alpine 3.23.2.
