Add OOC ExecType

This adds ExecType.OOC with initial integration and test.

LGTM - thanks for the patch @jessicapriebe. During the merge I only added super.preprocessInstruction(ec) next to the TODO in preprocessing instructions to avoid overwriting the logic in the base instruction class. In the next days, I would then add a new test, basic infrastructure, and some example operators.
