Allow non Localhost access

Please enhance the Web Server component to allow remote access so that it can be run on a server in headless mode,

HOST defaults to localhost for security:

$ grep localhost ./llama_cpp/server/*
./llama_cpp/server/__main__.py:Then visit http://localhost:8000/docs to see the interactive API docs.
./llama_cpp/server/__main__.py:        app, host=os.getenv("HOST", "localhost"), port=int(os.getenv("PORT", 8000))
)

To bind to the external IP address of your OS:

$ export HOST=<external IP of your OS>
$ python3 -m llama_cpp.server
