Downgrade Apache Commons Codec to match Leap

Currently, this project packages version 1.15 of the Apache Commons Codec. However, this uses a different symbolic name than the version included in Leap (1.11). To avoid conflict with a vendor product, it would make sense to change the version to match until Leap upgrades.
