Cobalt Cape Exception and 15 Year Anniversary Cape

Current Rule: A.1.5.a.i) Exception: The “Cobalt” elytra texture may be used.
Suggestion: A.1.5.a.i) Exception: The “Cobalt” elytra texture and "15th Anniversary" elytra texture may be used if and only if the respective capes are also used.

Per sonya, "cobalt elytra texture may be used if cobalt cape texture is also used.
i.e. not using cape but using cobalt elytra is not allowed, having different cape texture while using cobalt elytra would not be allowed either, i imagine; better wording would aslo be "cobalt cape texture" and i'd recommend linking to minecraft wiki page or official resource, which would only be one tweet by jeb or something so wiki is better"

There are 6 capes that give custom elytra shapes (that i'm aware of) - Cobalt, Pan, 15th Anniversary, Common, Copper, and Zombie Horse.

Seeing as the last two are associated with the two most recent game drops it seems likely that Mojang will continue to release capes with custom elytra shapes, and the rule should probably future-proofed with this in mind.

I'd also argue that this is a Guidance rather than an Exception, as using these non-standard elytra is still consistent with the written rule of "Elytra shape must not be changed", as the runner has not done anything custom to change them.

Suggested amendment: A.1.5.a.i) Guidance: Several officially released capes change the shape of the elytra. These custom elytra textures/shapes may be used if and only if their respective capes are also used.

Potentially there could also be an "includes but is not limited to" list of the relevant capes here but i don't think its necessary/appropriate.
