Dedupe yarn.lock.

Changes

• FIXED: Dedupe yarn.lock.
  • There were a lot of duplicate package versions before, which have been deduped by running yarn dedupe.

• These changes have already been tested through Add PermittedHandlerExport to permission-controller #1184 , where they are already included
  • This PR simply serves to break the unrelated changes out.
