This PR exposes the
DLDeviceTypeenumerators in dpctl.tensor.Additionally, this PR adds documentation for the enumerator values based on the documentation in
dlpack.hand addstensor.constants.rstwhich contains this documentation, as well as documentation ondpt.pi,dpt.e, etc.
